MITIGATED NEGATIVE DECLARATION-NG-14-433-PL: ENV-2014-3008.
811 S Ocean Front Walk; Venice. CD11. 1) A Coastal Development
Permit to permit the demolition of 2 existing residential buildings containing
a total of 9 dwelling units, and the construction of a new 35-ft. tall building
with partial subterranean garage, with a restaurant on the ground floor with 3
residential units on the second & third floor, for a total floor area of
13,407 sf, located within the dual-jurisdiction area of the Coastal Zone, and
2) Pursuant to the provisions of Section 12.24-W.1 of the LAMC, a Conditional
Use to permit the dispensing of a full line of alcoholic beverages for on-site
consumption in conjunction with the abovementioned restaurant with 100 seats,
and 3) a Project Permit Compliance from the Venice Coastal Zone Specific Plan,
4) Pursuant to Section 12.27 of the LAMC, a zone variance to allow a
combination of mechanical car lifts & tandem parking operated by parking
attendants for the commercial required parking with a 22 ft. wide drive aisle
& 8’-4” standard stall width & 7’-6” compact stall width, in
conjunction with the provision of 26 required commercial on-site parking spaces
& 20 bicycle spaces for a total of 31 on-site spaces, and 5) A Mello

361 S Spring St & 201-213 W 4th St; Central City. CD14. The
Proposed Project includes the construction of an 11-story hotel building with
315 guest rooms, ancillary guest uses, and up to 2,000 sf of public meeting
room space. The Proposed Project would also include a small 1-level basement
(approx. 1,100 sf) that would be used to house the fire pump & house pump
rooms. The proposed building would include the development of 99,686 sf of
floor area & will include a maximum of 11 stories (with a maximum height of
approx. 130’-8” above grade). The Proposed Project would include an approx.
floor area ratio of (FAR) of 5.08:1. The Proposed Project would provide 81
vehicle parking spaces & 41 bicycle parking spaces (including 22 short term
spaces & 19 long term spaces). If currently proposed amendments to the City’s
bike parking ordinance are adopted, the Proposed Project would provide 73
bicycle parking spaces (including 38 short term spaces & 35 long term
spaces). Vehicle parking would be
provided in the adjacent 10-story parking structure to the north of the Proposed
Project, while bicycle parking would be provided on-site. The Applicant, OSIB
LA Downtown Properties, LLC, is requesting the following discretionary
approvals from the City: (1) Zoning Administrator’s Interpretation pursuant to
LAMC Section 12.21 A.2 to authorize the Project’s required automobile parking
spaces to be located in the existing adjacent parking garage and (2) Site Plan
Review for the development of 50 or more guest rooms pursuant to LAMC Section
16.05 C.1. The Applicant would also request various approvals & permits
from the City of Los Angeles for project construction activities which may
include, but are not limited to, the following: excavation, shoring, grading,
foundation & building permits; haul route approval; removal &
replacement of street trees; and building & tenant improvements for the

1276 N Western Ave; 5460 W Fountain Ave; Hollywood. CD13. The
proposed project consists of the construction of a 75-unit, 6-story
multi-family residential building with 2 levels of subterranean parking on 3
contiguous vacant lots. The subterranean parking levels will contain 108
vehicle parking spaces & 103 bicycle parking spaces of which 95 will be
long-term & 8 will be short-term. The building will be 61.5 ft. in height,
with 61,992 sf of floor area for a property that is 21,142 sf in size,
resulting in a 2.93 Floor Area Ratio (FAR). Approximately 21,000 cubic yards of
earth will be exported from the project site. The subject site is not located
in a Special Grading Area, therefore no haul route is required. There are no
existing trees on site or in the adjacent public right-of-way. The requested
entitlements are a Site Plan Review & a Density Bonus Compliance Review for
a development project that results in 75 dwelling units, with 2 on-menu
incentives for a decrease in the required front yard setback & reduction in
