*MITIGATED NEGATIVE DECLARATION-NG-17-147-PL: ENV-2016-2961. 14239-14241 W Ventura Blvd, 14228 W Moorpark St & APN# 2265019020; Sherman Oaks-Studio City-Toluca Lake-Cahuenga Pass. CD4. The substantial remodel of an existing 2-story, 9,635 sf commercial building with the addition of 7,335 sf of commercial space with a third-story, for a maximum height of 39 1/2 feet. The project consists of 1 subterranean level of parking, which includes 23 vehicle parking spaces & 32 bicycle parking spaces, and 27 surface vehicle parking spaces on 2 rear parking lots. The project proposes 4,840 sf of retail use, 1,868 sf of medical use, 5,946 sf of office use, approx. 4,410 sf of circulation use & a 657 sf outdoor terrace on the second level, for a total commercial building floor area of 16,970 sf. The applicant is requesting 3 exceptions to the Ventura/Cahuenga Boulevard Corridor Specific Plan, which include Floor Area Ratio (FAR), height, and lot coverage, and a Project Permit Compliance & other discretionary & administrative clearances not limited to demolition, grading, and building permits. The project is a major interior & exterior remodel & 2,000 sf, 2-story addition, to the front & rear of an existing 1-to-2-story (split level), 4,198 sf office building built in 1950. The building height will be 26 feet. One ADA parking space & 4 bike spaces will be provided at the rear of the site, accessed from the through alley. No grading or tree removal is proposed. The building will be removed as part of the Project. The Project would develop a 5-story mixed-use building with 33 residential apartment units (2 studio, 15 one-bedroom units, and 16 two-bedroom units) & approx. 3,000 sf of ground floor commercial space. There would be parking on 2 subterranean levels & partially on the ground floor. The Project will require approval of the following discretionary actions: 1) Vesting Zone & Height District Change from C4-1VL-O to RAS4-1-O, pursuant to LAMC Section 12.32F; 2) Vesting Tentative Tract Map for a lot subdivision (1 ground lot & 4 airspace lots), pursuant to LAMC Section 17.00 & CA Government Code Section 66473.1 & 66474; 3) Any additional actions as may be deemed necessary or desirable, including but not limited to, grading, excavation, haul route application, and building permits.
