Proposed projects on parcels located within the boundaries of a Historic Preservation Overlay Zone (HPOZ) are required to obtain an administrative clearance or an entitlement. There are several steps in the application process:
  1. Initial Submittal: Applicant submits project information, current photographs, and plans to the City Planning Department.
  2. Initial Review: City Planning staff review the scope of work to determine if it qualifies for an administrative clearance, requires an entitlement, or is exempt from review. Projects that qualify for administrative clearance include work that generally consists of maintenance, rehabilitation, repair, restoration, and other similar activity (projects can include, but are not limited to: landscape/hardscape, window maintenance/replacement, stucco maintenance, re-roof, etc.). Projects that require an entitlement include large additions, demolition, or the removal of historic features. At this time, entitlement applications cannot be processed through this online system.
  3. Payment: Depending on the type of project, an administrative clearance fee may be required (paid to the cashier or online).
  4. Formal Review: City Planning staff review the plans for compliance with HPOZ regulations, applicable Preservation Plan guidelines, and notify the applicant about any required corrections.
  5. Final Plans Submittal and Board Review: Once the plans have been corrected (or if corrections are not required) the project will be deemed complete. Staff will determine if HPOZ Board review is required and will schedule the project for the next HPOZ Board meeting.
  6. Approval and Clearance: Once approved by staff or the HPOZ Board for compliance with the HPOZ Preservation Plan, the approval and clearance are granted.
