Project Description: The proposed project involves the construction, use, and maintenance of two 23-story mixed-use towers with a total of 760 residential units and 6,359 square feet of commercial space, and a maximum height of 269 feet. The existing 22-story, 385,520 square foot commercial office building would remain and the two-story parking structure would be demolished. The proposed project would provide 1,527 automobile parking spaces, within a six levels of parking (two subterranean and four above ground levels), 1,595 long-term bicycle parking spaces, 29 short-term bicycle parking spaces, and 79,800 square feet of open space.

Permits and Approvals: The applicant is requesting: (1) Pursuant to Los Angeles Municipal Code (LAMC) Section 17.01 and 17.15, a Vesting Tentative Tract Map for the merger and subdivision of land to create five lots (one master ground lot and four airspace lots) and for residential condominiums, with haul route approval for the removal of approximately 125,400 cubic yards of dirt and pursuant to LAMC Section 17.03, an Adjustment to allow a 1.7% increase in the maximum allowable Floor Area Ratio. (2) Pursuant to LAMC Section 12.32 F, a Vesting Zone and Height District Change from C4-2 and PB-1 to (Q)C4-2. (3) Pursuant to LAMC Section 16.05, Site Plan Review for the creation of  50 or more dwelling units; (4) Adoption of the Sustainable Communities Environmental Assessment (SCEA); and (5) Approval of other permits, ministerial or discretionary, may be necessary in order to execute and implement the project. Such approvals may include, but are not limited to: landscaping approvals, exterior approvals, storm water discharge permits, grading permits, haul route permits, and installation and hookup approvals for public utilities and related permits.

Mitigation Measures: The SCEA determined that all potentially significant environmental impacts can be mitigated to less than significant. Mitigation measures were adopted for the following impact areas: Air Quality, Land Use/Planning, Noise, and Transportation. This location is not a site on any of the lists enumerated under Gov. Code Section 65962.5. Pursuant to Section 21155.2 of the PRC, this SCEA Initial Study: (1) incorporates all feasible mitigation measures, performance standards, or criteria set forth in the prior applicable environmental impact reports, including the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) prepared by the Southern California Association of Governments (SCAG), and adopted in findings made pursuant to Section 21081; and (2) contains mitigation that either avoid or mitigate to a level of insignificance all potentially significant or significant effects of the Project required to be identified in this initial study.
