Planning Services

Each of Los Angeles's Development Services Centers (DSCs) serves as a single portal and point of consultation for project applications. At the DSCs, applicants file for planning entitlements and administrative approvals, review building plans to verify zoning compliance, and obtain building permits. Los Angeles has three DSCs with dedicated planning resources: Metro (Downtown), Valley (Van Nuys), and West Los Angeles, with the latter still temporarily closed for in-person services.

The Metro DSC's Specialized Services offer tailored consultation to certain industries that support local economic investment opportunities.

Public Counters

The Department’s Development Services Centers (DSCs), or public counters, are the first stop for project planning operations. City Planning maintains staff at a number of DSCs citywide.

Online Appointments

The City connects with customers through BuildLA—the City’s online “one-stop shop” for development services—including, appointments for project applications.

Case Management Support

The City created Development Services Case Management to facilitate the review of larger projects requiring interdepartmental support.
