Priority Housing

The Department’s Priority Housing Program (PHP) supports affordable housing projects by providing priority case processing during the planning entitlement process. To qualify for the PHP program, projects must consist of at least 5 units and agree to set aside at least 20 percent of units for lower income (ELI, VLI, LI) households or 40 percent of units for moderate income households.
