Project Description: The subject of this SCEA is the proposed 350 South Figueroa Project, located at 350 – 356 S. Figueroa St., 830 W. Third St., 825 W. Fourth St., and 333 – 361 S. Flower St., Los Angeles, CA 90071; Central Los Angeles, Bunker Hill Specific Plan area. The Project site encompasses an area of approximately 160,140 sq. ft. (3.68 acres) and is bound by Figueroa Street to the northwest, Third Street to the northeast, Fourth Street to the southwest, and Flower Street to the southeast. The site is currently developed with the World Trade Center. The project site is zoned C4-4D and designated as Regional Center Commercial land use. The C4 zone permits a range of commercial and residential uses by right. The Project site is located within Height District 4, as indicated by the "-4D" attached to the zoning designation, which ordinarily limits the FAR to 13:1 without restriction to building height. However, the "D" limitation limits FAR at the Project site to 6:1. The Project includes the proposed demolition of an approximately 29,500-square-foot portion of an existing office and commercial structure and construction of a new, 41-story residential building integrated into the existing structure. The Project would add approximately 624,500 square feet of new residential floor area at the southwest corner of the Project site for a combined 925,000 square feet of floor area. The residential building would be a maximum of 480 feet in height and contain 570 residential units. The Floor Area Ratio (FAR) of the Project would be 5.8:1
Permits and Approvals: Project Applicant is requesting the following discretionary approvals: (1) Project Permit Compliance pursuant to LAMC Section 11.5.7 C for the Bunker Hill Specific Plan. (2) Adoption of SCEA; & (3) Approval of other permits, ministerial or discretionary, as maybe be necessary. SCEA determined that there are less than significant environmental impacts with the implementation of Regulatory Compliance Measures and Mitigation Measures & City will receive public comments on the SCEA beginning May 21, 2020 for 30 days, ending June 19, 2020.
Regulatory Compliance and Mitigation Measures: The SCEA determined that the Project are less than significant environmental impacts with the implementation of Regulatory Compliance Measures and Mitigation Measures. The Project has incorporated Regulatory Compliance Measures or Project Design Features for construction traffic management and has incorporated Mitigation Measures for the removal of street trees. This location is not a site on any of the lists enumerated under Gov. Code Section 65962.5. Pursuant to Section 21155.2 of the PRC, this SCEA: 1) incorporates all feasible mitigation measures, performance standards, or criteria set forth in the prior applicable environmental impact reports, including the 2016-2040 Regional Transportation Plan/Sustainable Communities Strategy (2016-2040 RTP/SCS) prepared by the Southern California Association of Governments (SCAG), and adopted in findings made pursuant to Section 21081; and 2) contains regulatory compliance measures and project design features that either avoids or lessens all potentially significant or significant effects of the Project required to be identified in the initial study prepared for the Project.
