The Downtown Community Plan was approved on May 3, 2023, and became effective on February 6, 2025. Any provisions within the Central Industrial Redevelopment Plan that regulates, controls, or shapes the development of land in the Downtown Community Plan that are in conflict with, and does not conform to, the allowed land uses in the Plan area, are superseded by the Downtown Community Plan.

The Development Guidelines and Controls for Residential Hotels in the City Center and Central Industrial Redevelopment Project Areas set forth unique regulations related to the preservation of the residential hotels that are not in conflict with the Downtown Community Plan and will remain operative.
