Filing of Appeals

Filing of Appeals:

Entitlement and CEQA appeals can be submitted online and payment can be made by credit card or e-check. The online appeal portal allows appellants to fill out and submit the appeal application directly to the Development Services Center (DSC). Once the appeal is accepted, the portal allows for appellants to submit a credit card payment, enabling the appeal and payment to be submitted entirely electronically. A 2.7% credit card processing service fee will be charged - there is no charge for paying online by e-check. Appeals should be filed early to ensure DSC staff has adequate time to review and accept the documents, and to allow Appellants time to submit payment. On the final day to file an appeal, the application must be submitted and paid for by 4:30PM (PT). Should the final day fall on a weekend or legal holiday, the time for filing an appeal shall be extended to 4:30PM (PT) on the next succeeding working day. Building and Safety appeals (LAMC Section 12.26K) can only be filed using Option 2 below.

OPTION 1: Online Application System (OAS)

The OAS ( allows entitlement and California Environmental Quality Act (CEQA) appeals to be submitted entirely electronically by allowing an appellant to fill out and submit an appeal application online directly to City Planning’s Development Services Center (DSC), and submit payment by credit card or e-check.

OPTION 2: Drop off at DSC

Entitlement and CEQA appeals may be submitted in-person at the Metro or Van Nuys DSC locations. However, Department of Building and Safety appeals are required to be submitted in-person at the Metro or Van Nuys DSC locations. Payment can be made by credit card or check. City Planning has established drop-off areas at the DSCs with physical boxes where appellants can drop off appeals; alternatively, appeals can be filed with staff at the DSC public counter. Appeal applications must be on the prescribed forms, and accompanied by the required fee and a copy of the determination letter. Appeal applications shall be received by the DSC public counter and paid for on or before the appeal period deadline indicated in the associated entitlement, or the appeal will not be accepted.

Application Package:

Planning staff will screen the application package to determine whether all documents and materials applicable to the request (i.e. depending on the location, type of project or requested action) have been submitted. To facilitate the filing process for mailed or dropped-off applications, materials should be organized in the order listed in the Appeal Application's instructions.
