Emergency Shelter Code Amendment

As part of the Emergency Shelter Code Amendment, the City Planning Commission will consider recommendations to:

• Determine the Proposed Code Amendment is not a “project” pursuant to CEQA Guidelines Section 15378(b) and/or the project is exempt from CEQA pursuant to Public Resources Code Section 21080(b)(4);
• Approve and recommend that the City Council adopt the proposed ordinance to amend the Chapter 1 Sections 12.80 and 12.81 and Chapter 1A Sections 1.6.2 and 1.6.3 of the Los Angeles Municipal Code (LAMC) and any related Code sections of Chapter 1 and Chapter 1A;
• Adopt the Staff Recommendation Report as the Commission’s report on the subject.

On April 24, 2025, all interested persons are invited to participate in an in-person City Planning Commission meeting where they will consider staff’s recommendation on the Emergency Shelter Code Amendment. The meeting will be located at Van Nuys City Hall located at 14410 Sylvan Street, #215, Van Nuys, CA 91401 and will begin after 8:30 a.m. There will also be an option to virtually join the meeting and provide public comment over Zoom. The meeting will include a brief overview of the proposed Emergency Shelter Code Amendment, and will allow an opportunity for the public to provide comments to the City Planning Commission.

Ahead of the meeting, written comments may be sent to the City Planning Commission at cpc@lacity.org, in accordance with the CPC Rules and Operating Procedures. Please include case number (CPC-2025-1648-CA) in any submitted correspondence.

The CPC agenda and the hybrid meeting’s Zoom call information will be available online 72 hours prior to the meeting. The agenda will also include information on how to submit written comments to the City Planning Commission.

Next Steps
Following the City Planning Commission’s consideration of the proposed ordinance, their recommendation will be transmitted to the City Council (CF 24-1587) for their consideration. The proposed ordinance requires final adoption by the City Council.
