Priscilla Chavez

Priscilla Chavez is a Los Angeles native and business development executive with over 15 years of experience advancing public infrastructure, equitable contracting, and workforce policy. She currently serves as Manager of Business Development for PCL Construction Services – California Buildings, where she leads strategic pursuits across civic, education, and private sector markets. Her expertise spans preconstruction planning, entitlement strategy, workforce integration, and stakeholder alignment, developed through years of guiding complex, multi-agency projects in Southern California.

Ariel Torres-Socarras

Commissioner Torres-Socarras brings nearly 30 years of experience in urban planning, community development, and public administration. Commissioner Torres-Socarras currently serves as the Planning and Development Deputy for L.A. County Supervisor Kathryn Barger (District 5). Most recently, he served as Building and Safety Division Manager for the City of Santa Monica, where he led the city’s permitting, plan review, and inspection operations; and collaborated closely with residents, businesses, and stakeholders to improve customer service and processes.

Ethel Rubio

Commissioner Rubio is the principal consultant of Ethel G. Rubio, Assoc. AIA specializing in project and construction management; and strategic outreach and development since 2017. As a certified ENVISION Sustainability Professional and global ENVISION Trainer with the Institute for Sustainable Infrastructure, she advocates and teaches the importance of cultural preservation in communities as it relates to infrastructure projects.

Julio Esperias, Jr

Julio C. Esperias, Jr. is a strategic communicator and storyteller with more than 15 years of experience advancing social justice across California. As Communications Director at Western Justice Center,  he shapes the organization’s voice, leads media strategy and develops narratives that uplift restorative justice, peer mediation and community-driven conflict resolution as tools for social change.

Duncan Sachdeva

Commissioner Sachdeva is an experienced real estate asset and portfolio manager. He currently oversees real estate investments with Singh Partners LP and previously served as Managing Director at AGS Investments Inc., specializing in real estate acquisitions and mortgage note transactions.

Martina Diaz

Commissioner Diaz has over 30 years of professional experience in the environmental field in the public and private sector including over 10 years’ experience in management. She has a broad range of experience in program implementation, policy development and extensive knowledge and experience in enforcement of air pollution laws, redevelopment, and site assessment. She previously served as Commissioner in various capacities including as President of the North Valley Area Planning Commission.

Joe Gatlin

Commissioner Gatlin is a proud San Pedro resident and California native who has been a community leader, advocate, activist, and humanitarian for over sixty years. He is the founder, and current vice-president of the NAACP Branch #1069 and founded the Juneteenth 400 non-profit which has been hosting a Juneteenth celebration for over thirty years.
