Commissioner Torres-Socarras brings nearly 30 years of experience in urban planning, community development, and public administration. Commissioner Torres-Socarras currently serves as the Planning and Development Deputy for L.A. County Supervisor Kathryn Barger (District 5). Most recently, he served as Building and Safety Division Manager for the City of Santa Monica, where he led the city’s permitting, plan review, and inspection operations; and collaborated closely with residents, businesses, and stakeholders to improve customer service and processes. Prior to his work in Santa Monica, Commissioner Torres-Socarras was Planning Manager for the City of Montebello and a Planner for the City of Pasadena, where he managed large-scale residential and mixed-use developments. He approaches planning and public service as a collaborative effort between government, residents, and the private sector to ensure that growth occurs in an orderly fashion and enhances community character and quality of life for all. Lastly, aside from public service, Commissioner Torres-Socarras has owned a business in the City of Whittier since 1997, providing him with a unique understanding of the various perspectives of working with local communities and governments.
