Zoning Review

Zoning Plan Check (for Chapters 1 and 1A of the Municipal Code) is a component of the review of certain permits issued by the Los Angeles Department of Building and Safety (LADBS). Other components of an LADBS “plan check” include review of structural, mechanical, and other safety elements, and may or may not involve clearances from other City/County Departments and Agencies. When applying for a permit through LADBS, projects requiring a Zoning Plan Check are automatically routed to City Planning’s Zoning Review Division via ePlanLA, LADBS's plan review system. Therefore, a separate request for Zoning Plan Check is not necessary after the initial permit application.

To facilitate the review of City Planning and building permit applications, a Preliminary Zoning Assessment (PZA) provides information early in the development process of a project. The PZA is an informational review for compliance with zoning regulations performed by City Planning’s Zoning Review Division. The PZA identifies the City zoning and land use requirements necessary to obtain approval for a proposed project.

A PZA is a City Planning application requirement for most housing projects. To identify the types of projects that require a PZA, please review the HCA Housing Development Project Applicability Matrix. Certain nonresidential projects may also qualify for  a zoning assessment through the Universal Planning Review Service.

A completed PZA form, accompanied by architectural plans, may be submitted to Plan Check staff at the LADBS when requesting a permit. The request will be referred to the Zoning Review Division who will sign the PZA form and the architectural plans once the informational review and verifications are completed. Following the completion of the PZA process, a City Planning ministerial or discretionary application may be filed along with all other applicable filing requirements.
