As directed by the City Council in Council File 25-1083, City Planning prepared a report (dated November 13, 2025) to provide an overview of the bill and how it will impact the city. It also outlined options for how the city may implement SB 79 locally. At a special meeting on November 17, 2025, the Planning and Land Use Management (PLUM) Committee directed City Planning to develop recommendations related to the Upzoning and Delayed Effectuation Implementation strategy (Approach C). On December 2, 2025, the City Council adopted the PLUM Committee's recommendations.
On February 18, 2026, the Department of City Planning transmitted a follow-up report, exploring citywide impacts of delayed effectuation and proposed upzoning options.
