Presentation and Public Hearing
On Oct.9, 2025, the City Planning Commission (CPC) will hear the appeals for ZA-2025-2976-ZAI-1A. Los Angeles City Planning staff will provide a presentation responding to the appeals and there will be an opportunity for public comment.
Pursuant to the Commission’s general operating procedures, the Commission may limit the speaking times of those presenting testimony on either side of an issue that is designated as a public hearing item.
Equal time is allowed to present pros and cons of the matters to be acted upon. Every person wishing to address the commission in person must complete a speaker’s request form and submit it to the Commission staff. Background
Case No. ZA-2025-2976-ZAI is a citywide Zoning Administrator’s Interpretation (ZAI) applicable to all oil/gas well operations in the City of Los Angeles. The ZAI interprets what the specific terminology found in the Los Angeles Municipal Code (LAMC) means in the context of oil drilling regulations. The term “to maintain [an oil well]” or “maintained” is in reference to well maintenance activities that are performed on oil/gas wells throughout the city, most notably at large drill sites located in residential neighborhoods. On June 12, 2025, pursuant to Chapter 1A Section 13A.1.7.D.2 of the Los Angeles Municipal Code, the Chief Zoning Administrator issued the ZAI. On June 27, 2025, E&B Natural Resources Corporation and Warren Resources Incorporated filed appeals to the ZAI.

Written communications may be mailed to the Commission Executive Assistant, Room 532, City Hall, 200 North Spring Street, Los Angeles, CA 90012. All written communications are given to the Commission for consideration. The initial packets are sent to the Commissioners a week prior to the Commission’s meeting date. Individuals challenging these agenda items in court may be limited to raising these issues only if the individual or another interested party raised them at the public hearing agendized herein, or in written correspondence on these matters delivered to this agency at or prior to the public hearing.
