Staff-Level Public Hearing (Virtual) - November 10, 2026
The Virtual Public Hearing is a formal opportunity to provide public comment on the proposed Objective Design Standards (ODS) for Historic Preservation Overlay Zones (HPOZs), a part of the Missing Middle LA policy initiative. The proposal includes the adoption of two ODS documents: the ODS for Eligible Projects in HPOZs and the ODS for ADUs in HPOZs, along with minor technical amendments to the HPOZ Ordinance. The proposed ordinances seek to amend Articles 13 and 14 of Chapter 1A of the Los Angeles Municipal Code. The ODS for HPOZs are supplementary to the existing HPOZ Preservation Plans, which will continue to be used for all discretionary review processes and projects.
On November 10, 2026, a Hearing Officer will hold a staff level Public Hearing on behalf of the City Planning Commission (CPC). Prior to the start of the hearing, Planning staff will present a short informational summary of the proposed standards and ordinance. Comments received during the Public Hearing will be considered by City Planning and included in a future recommendation report that will be presented to the CPC. Individuals may join the Public Hearing online or by phone to offer testimony.
