July 2021 Task Force Meeting Summary

The Draft 2021-2029 Housing Element was released on July 1, 2021. The draft includes valuable input collected from members of the Housing Element Task Force, as well as other stakeholders, during prior phases of the update process.
On July 6, Los Angeles City Planning and the Housing + Community Investment Department held a meeting with members of the Task Force to discuss the draft. The two hour meeting consisted of a presentation giving an overview of the draft, as well as Q&A/comment session. The meeting covered:
- Each of the six draft chapters:
- Chapter 1 - Housing Needs Assessment
- Chapter 2 - Constraints On Housing Maintenance, Improvement, and Development
- Chapter 3 - Opportunities for Conservation in Residential Development
- Chapter 4 - Adequate Sites for Housing
- Chapter 5 - Review of the 2013-2021 Housing Element
- Chapter 6 - Housing Goals, Objectives, Policies, and Programs;
- A summary of public participation input (see events and concepts and housing survey results); and,
- A deep dive into the Adequate Sites for Housing to Accommodate RHNA, the Site Selection Methodology, and Rezoning Program (click here for more information).
Members were asked to review the draft prior to the meeting so that they could share their feedback with staff during the meeting. Questions and comments touched upon a variety of topics including equitable distribution of housing, ADUs, affordability percentages, telecommuting and its potential impact on housing needs, the Rezoning Program and its relationship to Community Plans.
The Task Force’s work throughout each phase of the Housing Element Update has proven valuable and effective in developing the draft’s housing vision, concepts, and goals. Members have met three times as a whole and three times as a part of each of the four subcommittees:
Housing Stability and Tenure
Housing Production and Construction Innovation
Livability, Sustainability, and Resiliency
Homelessness and Special Needs
The Task Force’s review of the draft and feedback will continue to inform the final 2021-2029 Housing Element, in addition to comments received from members of the public and other stakeholders during the public review period.
The 2021-2029 Housing Element is set to be considered for adoption in the Fall of 2021.
