City Planning will host Adaptive Reuse Ordinance Webinars

In March, LA City Planning introduced the newest Housing Element Rezoning Program work effort, the Citywide Housing Incentive Program, with three public webinars. The webinars introduced the Citywide Housing Incentive Program’s six core strategies including expanding the Adaptive Reuse program, updating the Affordable Housing Incentive Programs, incentivizing housing on Opportunity Corridors, creating affordable housing opportunities through the Affordable Housing Overlay, facilitating Missing Middle housing, and enhancing process streamlining.
This month, we are excited to announce the release of the initial draft of the expanded Adaptive Reuse program strategy.The City of Los Angeles has been a national leader in facilitating the reuse of existing buildings, sparking the revitalization of Downtown Los Angeles, Hollywood, and other historic neighborhoods. These successes have been made possible through the City’s 1999 Adaptive Reuse Ordinance (ARO), which enabled the creation of more than 12,000 housing units in Downtown alone. This has led to economic regeneration, housing opportunities, and preserving and reinvigorating the City’s architectural legacy.
The proposed Adaptive Reuse Ordinance expands the current incentives to encourage converting existing buildings into new housing citywide. It will establish a faster approval process for existing buildings and structures that are at least 15 years old (from date of building permit approval). Previously, only buildings constructed before July 1, 1974 were eligible.
