Information Session and Notice of Virtual Public Hearing

On October 11, 2023, Los Angeles City Planning will conduct a virtual staff-level Public Hearing for the proposed Affordable Housing Streamlining ordinance. The Public Hearing is a formal opportunity to provide public comment on the proposed Affordable Housing Streamlining Ordinance to a Hearing Officer. The Public Hearing is used to collect comments and no decisions will be made at the time of Public Hearing. Participants may join the Public Hearing online or by phone at any time between 6:00 - 8:00 p.m. to offer testimony.

Proposed Project

The proposed Affordable Housing Streamlining Ordinance would amend Chapter 1 and Chapter 1A of the Los Angeles Municipal Code (LAMC), including Section 12.22 of Chapter 1 and Articles 9 and 13 of Chapter 1A, for the purpose of establishing procedures and performance standards for administrative approval of one hundred percent affordable housing projects. This proposed ordinance incorporates the main provisions of Executive Directive 1 into the LAMC in an effort to alleviate the housing and homelessness crisis in the City. The Ordinance was analyzed in Housing Element Environmental Impact Report No. ENV-2020-6762-EIR (SCH No. 2021010130) certified on November 29, 2021 and the Addendum (ENV-2020-6762-EIR-ADD1) approved on June 14, 2022.

In lieu of attending the Public Hearing, comments may be submitted by email to planning.housingpolicy@lacity.org or hardcopy at the address below through Monday, October 30, 2023 at 5:00 p.m. Please include case number CPC-2023-5273-CA in any submitted correspondence.

Next Steps

After the public hearing, Los Angeles City Planning will prepare a written staff recommendation report for consideration by the City Planning Commission (CPC).
