Standing in Solidarity with Asian, Asian American, and Pacific Islander Communities of Los Angeles

Los Angeles City Planning stands in solidarity with the Asian, Asian American and Pacific Islander (AAPI) communities in Los Angeles and across the nation. We condemn all acts of hate and gendered violence against our Asian, Asian American and Pacific Islander family, friends, neighbors, and colleagues that have prominently increased in the last year, as hateful rhetoric and terrorizing acts have been on the rise throughout the country and in Los Angeles.
We are devastated by the racist and misogynistic attack that resulted in the vicious murders of six Asian American women and two other innocent people in Atlanta on March 16, 2021. These brazen assaults on the lives of people must be viewed within the context of structural racism which has perpetuated a history of scapegoating, abusing, and silencing, women of Asian, Asian American, and Pacific Islander origin. Within the context of white supremacy and the normalization of violence against communities of color, AAPI communities have been excluded and made “invisible” as victims of racism and racial hate even though they have suffered along with other immigrants and communities of color for generations.
We denounce these heinous acts and acknowledge the racial trauma, sexism and discrimination faced by the AAPI community. The City Council recently introduced motions to address hate crimes and harassment against the AAPI community. Through this action from the Council and other initiatives, our Department stands with our City family in responding to the unacceptable national trend of over 2,800 documented acts of anti-Asian hate incidents occurring from March to December 2020.
We all deserve to live without the threat of violence and to feel safe in our neighborhoods and workplaces. City Planning is committed to strengthening our partnerships with our elected officials, community-based organizations, and the City’s newly-formed Civil + Human Rights Equity Department as we collectively work toward creating safe and inclusive spaces that uplift, empower and create opportunities for consciousness and learning. As urban planners in the second largest city of this nation, we uphold the multiple efforts towards creating a more equitably conscious society and a City free from violence, racism, and hate directed toward the AAPI community and all communities of color. As a Department, we are working with our own Office of Racial Justice, Equity, and Transformative Planning and Employee Workplace Action Committee’s Racial Justice Working Group, and are committed to providing safe workplaces that promote and support equity, inclusivity, and dignity for our AAPI colleagues and all our staff.

El Departamento de Planeación de la Ciudad de Los Ángeles se solidariza con las comunidades Asiáticas, Asiático-Americanas y de Islas del Pacífico (AAPI por sus siglas en Inglés) que viven en Los Ángeles y en todo el país. Condenamos todos los actos de odio y violencia de género en contra de nuestra familia, amigos, vecinos y colegas Asiáticos, Asiático-Americanos y de Islas del Pacífico que han aumentado de manera prominente en el último año, ya que la retórica de odio y los actos de terror han ido en aumento en todo el país y en Los Ángeles.

As the largest planning department in the United States, we stand in solidarity with the Black community in Los Angeles and across the nation. We are deeply devastated and hurt by the events that have led to the senseless deaths of George Floyd, Breonna Taylor, Ahmaud Arbery and countless others. As a planning department of over 400 staff, we all play a role in either perpetuating or calling out systemic racism. Many land use policies and zoning practices over time have reinforced racial segregation, poverty, environmental injustice, disinvestment, and poor health outcomes that we still experience today. It is with great clarity and resolve that we acknowledge the role the planning profession has played in this regard over the decades.
City Planning is uniquely positioned to chart a course for a more fair, equitable, and just Los Angeles for future generations. The year 2020 has been a moment of reckoning for our City; highlighting how sensitive our most vulnerable communities are to societal disruptions - natural and man-made. As the Department celebrates its 100th Anniversary this year, it is not lost on us the legacy of planning in Los Angeles and its contribution to the disparities that have resulted in the devaluing of Black lives, neighborhoods, and communities. We have an ethical obligation to recognize and learn from the impacts of our profession’s past.
Many of us, including the newer planners who represent the next generation of the profession, joined the Department in order to address these very inequities. In fact, throughout the history of this Department, there are those who made personal and professional sacrifices, working tirelessly to achieve greater equality and change for the greater good. We must pay homage to those on whose shoulders we stand and acknowledge the work that has been done to promote equity in our Department’s policies, plans and initiatives. While our Department, and the planning profession as a whole, have been engaging in these conversations and shifts in thought and practice for some time, much more needs to be done.
As a Department, we are taking steps to reflect collectively on our work within this diverse City. We acknowledge that for many, issues of structural racism or implicit bias may be uncomfortable; wherever we are as individuals in this journey, today we have an opportunity to critically self-reflect and do more. We pledge to intentionally and authentically deepen our efforts to serve all communities of Los Angeles in a manner that promotes equity and inclusivity. We will do this in partnership with the many dedicated stakeholders, community-based organizations, and allies that continue to do their tireless and transformative work on a daily basis. We aim to chart a new course towards inclusive planning for all communities in Los Angeles. This is a huge undertaking that we hope will honor the countless people who have lost their lives unjustly and empower those who have been marginalized by the planning practices of the past.
Hacia un Los Ángeles más equitativo y justo
Como el Departamento de Planeación más grande en los Estados Unidos, nos solidarizamos con la Comunidad Negra de Los Ángeles y en todo el país. Estamos profundamente devastados y heridos por los eventos que han llevado a la muerte sin sentido de George Floyd, Breonna Taylor, Ahmaud Arbery y muchos otros. Como un Departamento de Planeación con más de 400 empleados, todos jugamos un papel en perpetuar o denunciar el racismo sistémico. A lo largo del tiempo, muchas de las políticas sobre uso de suelo y las prácticas de zonificación han reforzado la segregación racial, la pobreza, la injusticia ambiental, la desinversión y los malos resultados de salud que aún experimentamos hoy. Con gran claridad y resolución reconocemos el papel que ha desempeñado la profesión de planeación en cuanto el tema a lo largo de las últimas décadas.
El Departamento de Planeación está en una posición única para trazar un rumbo hacia un Los Ángeles más justo y equitativo para las generaciones futuras. El año 2020 ha sido un momento de ajuste de cuentas para nuestra ciudad; destacando cuán sensibles son nuestras comunidades más vulnerables a las perturbaciones sociales, naturales y provocadas por los humanos. A medida que el Departamento celebra su centésimo aniversario este año, que no se pierde en nosotros el legado de la planeación en Los Ángeles y su contribución a las desigualdades que han resultado en la devaluación de la dignidad de las vidas, vecindarios y Comunidades Negras. Tenemos la obligación ética de reconocer y aprender de los impactos del pasado de nuestra profesión.
Muchos de nosotros, incluidos los planeadores más nuevos que han recien ejercido a la profesión que representan a la próxima generación, nos unimos para abordar estas mismas inequidades. De hecho, a lo largo de la historia de este Departamento, hay quienes hicieron sacrificios personales y profesionales, trabajando incansablemente para lograr una mayor igualdad y un cambio por un bien mayor. Debemos rendir homenaje a aquellos sacrificios y reconocer parte del trabajo que se ha realizado para promover la equidad en las políticas, planes e iniciativas de nuestro Departamento. Nuestro Departamento, y la profesión de planeación en general, han estado involucrados en estas conversaciones y cambios en el pensamiento y la práctica durante algún tiempo, sin embargo reconocemos que para muchos, los problemas de racismo estructural o prejuicio implícito pueden ser incómodos. Hoy tenemos la oportunidad de reflexionar críticamente y hacer más, reconociendo que varios de nosotros estamos en diferentes niveles de concientización y aprendizaje sobre el tema.
Como Departamento, estamos tomando medidas para reflexionar colectivamente sobre nuestro trabajo dentro de esta ciudad diversa. Nos comprometemos a profundizar nuestros esfuerzos de manera intencional y auténtica para servir a todas las comunidades de Los Ángeles de una manera que promueva la equidad y la inclusión. Lo haremos en asociación con las muchas partes interesadas dedicadas, organizaciones comunitarias y aliados que continúan haciendo su incansable y transformador trabajo a diario. Nuestro objetivo es trazar un nuevo rumbo hacia la planeación inclusiva para todas las comunidades en Los Ángeles. Este es un gran reto que esperamos honrará a las innumerables personas que han perdido la vida injustamente y empoderar a aquellos que han sido marginados por las prácticas de planeación del pasado.
