Zoning Review Transfer Ordinance

The Virtual Public Hearing is a formal opportunity to provide public comment on the proposed Zoning Review Transfer Ordinance and the Categorical Exemption to a Hearing Officer conducting the Public Hearing on behalf of the City Planning Commission. Comments received during the Public Hearing will be considered by City Planning and included in a future recommendation report that will be presented to the City Planning Commission. Individuals may join the Public Hearing online or by phone to offer testimony.

Written Comments
In lieu of attending the Public Hearing, comments may be submitted by email to andrew.jorgensen@lacity.org or by hard copy to the address below through November 25, 2025 at 5 p.m. Any written communication must include case number CPC-2025-5392-CA.

Next Steps
After the public hearing, a written recommendation report will be prepared by the Planning Department for consideration by the City Planning Commission (CPC). The recommendation report will be accessible through the CPC meeting agenda. The proposed ordinance requires final approval by the City Council.
 

On December 11, 2025, all interested persons are invited to participate in an in-person City Planning Commission meeting where they will consider staff’s recommendation on the Zoning Review Transfer Ordinance. The meeting will be located at Los Angeles City Hall and will begin at 8:30 a.m. There will also be an option to virtually join the meeting and provide public comment over Zoom. The meeting will include a brief overview of the proposed Zoning Review Transfer Ordinance, and will allow another opportunity for the public to provide comments to the City Planning Commission.

Ahead of the meeting, written comments may be sent to the City Planning Commission at cpc@lacity.org, in accordance with the CPC Rules and Operating Procedures. Please include case number CPC-2025-5392-CA in any submitted correspondence.

Next Steps
Following the City Planning Commission’s consideration of the proposed ordinance, their recommendation will be transmitted to the City Council for consideration and possible adoption.
