Los Angeles City Planning is proposing an ordinance that enables a faster review process to encourage the retention and conversion of underutilized existing buildings and structures to new housing. The ordinance would involve the following actions:
The proposed Citywide Adaptive Reuse Ordinance will expand the existing incentives to apply to all areas of Los Angeles outside of Downtown. Currently, only buildings constructed before July 1, 1974 within Downtown and in the Adaptive Reuse Incentives Area Specific Plan (see map) are eligible for adaptive reuse incentives. This updated ordinance will broaden eligibility by extending a by-right or administrative approval process to convert existing buildings and structures that are at least 15 years old to new housing; parking structures and areas that are at least five years old may also take advantage of this streamlined approval process. Buildings between five and 15 years old or projects requesting additional relief from development standards remain eligible for approval by a Zoning Administrator. The new approval process more clearly aligns with the Processes and Procedures Ordinance of the new Zoning Code, support greater design flexibility and expand the incentives available, while providing new incentives for those projects that provide affordable housing on site.
Pursuant to Sections 13B.1.2 and 13B.1.3, Los Angeles City Planning is holding a Public Hearing to receive public input on the draft ordinance, which will be conducted via Zoom for remote public comment. Following the Public Hearing, the case will be considered by the City Planning Commission (CPC) at a future meeting date in August or September of 2024.
This effort does not propose any specific development projects, but it may impact the use and development rights for certain properties. Please note that this notice was sent by mail to property owners and occupants within the boundary of the Adaptive Reuse Incentives Area Specific Plan (Ordinance 175,038) and those within a 500 foot radius of the Specific Plan boundary.
An information session will take place from 6:00 p.m. to 6:30 p.m., and a public hearing will follow at 6:30 p.m. The public hearing is a formal opportunity for the public to provide comments on the proposed actions. No decisions will be made during the public hearing. Participants may join the public hearing online or by phone to offer testimony.

Next Steps
After the public hearing, a written recommendation report will be prepared by Los Angeles City Planning for consideration by the City Planning Commission (CPC). The recommendation report will be accessible through the CPC meeting agenda. The proposed ordinance requires final approval by the City Council.
