Project Description: The proposed Project is for the construction and operation of two mixed-use buildings, up to 86 feet in height, with up to 380,112 square feet of total floor area, including up to 401 residential units, with 61 units reserved for Very-Low Income households and 20 units reserved for Very-Low Income or Low Income households, and 40,454 square feet of commercial and community floor area, on two sites comprising approximately 4.18-acres (net area). The West Site would include a 206,803 square foot building, with 225 residential units, 7,504 square feet of ground-floor commercial/restaurant uses, and 2,650 square feet of community space, on a 1.93 acre site. The East Site would include a 173,309 square foot building, with 176 residential units and 30,300 square feet of commercial floor area (including a 22,277 square foot grocery store) on a 2.25 acre site.

Anticipated Significant Environmental Effects: Pursuant to PRC Section 21155.2 a Project evaluated as a SCEA shall not have significant and unavoidable impacts. Based on the analysis included in the SCEA, the Project would not result in significant and unavoidable impacts. All potential impacts would be less than significant or mitigated to less-than-significant levels. Further, pursuant to PRC Section 21155.2(b), the SCEA has considered all possible impacts and incorporated Mitigation Measures for the following impact areas: Geology and Soils, and Noise.

Coronavirus (COVID-19) Update

The Department of City Planning recognizes the unprecedented nature of COVID-19, and having been identified as an essential City service, continues to work and respond to all inquiries pertaining to our ongoing efforts to process entitlement applications and study updates to our community plans and citywide policies.

As a result of the Mayor’s Safer at Home Order issued March 19, 2020, some of the previous means to access materials at libraries are no longer available to all residents or interested parties. To that end, the Department of City Planning will ensure that interested parties seeking information about the Project will have access.

The SCEA is available online at the Department of City Planning’s website at https://planning.lacity.gov/development-services/environmental-review/scea. Pursuant to PRC Section 21155.2(b), comments on the SCEA are not required to be responded to by the City. If written comments are received, they will be provided to the decision-maker for consideration. The comment period starts on June 10, 2021 and ends on July 9, 2021.

If you are unable to access digital copies of the SCEA, the Department will attempt to make reasonable arrangements to mail and supply the materials. In addition, physical copies of the SCEA and case file can still be viewed at City offices. The Department has implemented additional measures to ensure the safety of the public viewing physical case files, necessitating appointments.
