Safety Element

The Safety Element is a component of the City of Los Angeles General Plan that establishes a framework for understanding the relationship between hazard mitigation, disaster response, and initial recovery from a disaster. It provides a high-level overview of how the City plans for disasters, and references readers to other implementation documents where they can find more detailed information, including the City’s Local Hazard Mitigation Plan and Emergency Operations Plan. The Safety Element is a mandatory element of the General Plan, requiring compliance with specific state standards and requirements. While the Safety Element is maintained and updated by City Planning, it reflects the work and policy direction for all City departments.

The Safety Element has undergone two recent updates: a targeted amendment in 2025 to integrate the City's latest Local Hazard Mitigation Plan (2024-2029), and a comprehensive update in 2021 that was coordinated with the City's Housing Element Update.
