Caroline Choe

Commissioner Choe is a principal in NewBridge Investments, an investment arm of a privately held company responsible for real estate investments and lending throughout California. She is a founding board member of the Harvard-Westlake Korean-American Alumni Network and a member of United Way of Greater Los Angeles' board and Community Impact Cabinet. Ms. Choe holds bachelor's degrees in Finance, Economics, and Spanish from Carnegie Mellon University, a master's in Real Estate Development from USC, and a master's in Business Administration from UCLA.

David Phelps

Commissioner David Phelps is a State and Local Public Affairs Professional and Principal of Phelps Public Affairs. He has 25 years of hands-on experience with non-profit management, business consulting, and organizational advocacy. The Commissioner regularly works with top employers in the North Valley’s manufacturing sector to address future workforce and economic development needs in our region.

Jasson Crockett

Commissioner Crockett joined Snap Inc. in January 2021, where he heads Public Policy and Government Relations for the State of California. Commissioner Crockett’s responsibilities include liaising with local and state elected leaders, agencies, and community organizations, to advance legislative priorities, strategic partnerships and civic initiatives. Prior to joining Snap, Commissioner Crockett was Director of Community Business in the Office of Los Angeles Mayor Eric Garcetti.

Marty Shelton

Commissioner Shelton is a commercial real estate broker specializing in the development, retail leasing and sale of multi-family / mixed-use projects / retail properties in the Los Angeles area for more than 30 years with both CB Richard Ellis (“CBRE”) and NAI Capital Commercial, Inc. Throughout his real estate tenure, he has been involved in a wide variety of commercial transactions from bank asset sales to shopping center sales.

John Bagakis

Commissioner Bagakis has been a small business owner in San Pedro for the past 15 years. His restaurant has received numerous awards and recognition for being a generous community partner. He also serves on the Little Italy of Los Angeles (LILAA) Board of Directors and as Vice Chairman of the Board for the San Pedro Chamber of Commerce. He attended Cal State Long Beach.  

Eric D. Bates

Commissioner Bates is a Special Assistant Inspector General with the California Office of the Inspector General. Previously, he served as a Deputy Attorney General with the Office of the Attorney General in the California Department of Justice. Mr. Bates holds a doctorate in Law from Whittier College.
