Home-Sharing | Overview

Los Angeles established the Home-Sharing program as a regulatory framework allowing a form of short-term rentals called Home-Sharing. It restricts eligibility to Angelenos’ primary residences in order to prevent the wholesale conversion of homes into guest accommodations.

The Home-Sharing Ordinance allows hosts to engage in Home-Sharing, provided they have an eligible home, register online, display the registration number on all advertisements and listings, and adhere to City requirements. In Los Angeles, hosts may apply for two types of Home-Sharing registrations, Regular and Extended, using the Home-Sharing Application and Registration Portal (HARP).

Recent Program Updates

City Planning recently launched updates to the Home-Sharing Administrative Guidelines and the new Home-Sharing Application and Registration Portal (HARP). The Administrative Guidelines have been updated to enhance clarity and improve implementation of the Home-Sharing Ordinance while the HARP provides a centralized hub where Hosts can apply for Home-Sharing registrations, renew registrations, and pay their per-night fees. The updated Administrative Guidelines are now effective as of Sept. 28, 2026.

Applications submitted on or after the effective date of the updated guidelines (Sept. 28, 2026) will be reviewed using the updated Home-Sharing Administrative Guidelines. Applications submitted before the effective date of the updated guidelines (Sept. 28, 2026) will be reviewed using the previous Administrative Guidelines.
