The documents below are information resources on the Home-Sharing program for hosting platforms, hosts, and community members. The Department recommends that interested hosts consult these documents before applying for a Home-Sharing Registration License to avoid citations for being out of compliance with City regulations.

The Los Angeles Home-Sharing Records Portal allows constituents to see whether a property is registered for Home-Sharing and if a Home-Sharing citation has been issued to the property. Users can search for a specific property or generate a list of properties by registration status, citation/complaint type, ZIP code and/or Council District.

The portal is accessible on all devices, including mobile phones, tablets, and desktop computers.

If you encounter any issues or are unable to retrieve the desired information, please submit a request pursuant to the California Public Records Act by emailing planning.custodianofrecords@lacity.org.

The Home-Sharing Ordinance outlines the provisions that govern short-term rentals in Los Angeles, as adopted into law by the City Council with the support of the Mayor.

The Administrative Guidelines offer guidance for property owners, hosts, and hosting platforms on the Home-Sharing Ordinance's disclosure requirements and enforcement. They provide detailed instructions for complying with the ordinance.

If the host is a tenant, both the host and the property owner or landlord must sign an affidavit that approves the host’s participation in Home-Sharing for that unit.

If a property owner or landlord who has authorized a tenant to conduct Home-Sharing wishes to revoke that authorization, they must complete this form, sign it in the presence of a notary public, and submit it to planning.home-sharing@lacity.org with “REVOCATION REQUEST” in the subject line.

If a property owner or landlord wishes to proactively prohibit Home-Sharing by tenants at any or all properties, they must submit this form through the Online Registration Portal.

Home-Sharing records are required of hosts and must be shared with City Planning at the time of renewal. The records assist hosts in self-monitoring the number of nights hosted during the registration period. The Home-Sharing Records Worksheet is a convenient way for hosts to organize and report the required information.

    These local government agencies work on the production, provision, and regulation of housing in the Los Angeles area.

    To assist with the implementation of ED 1, City Planning has enhanced its technological capabilities and digital presence to further simplify the pre-application and filing processes. Below are some useful resources and instructions for filing a project application with City Planning.

    Executive Directive No. 1 – Expedition of Permits and Clearances for Temporary Shelters and Affordable Housing Types was signed by Mayor Karen Bass and issued on December 16, 2022, with subsequent revisions on June 12, 2023, July 7, 2023, and on July 1, 2024. The ED 1 amendments aim to expedite project and funding approvals for eligible projects.

    The ED 1 Filing Instructions and Checklist (CP 13-4080, available on the Forms page of the City Planning website) provides relevant information and requirements applicable only to projects to be reviewed through the ED 1 Ministerial Approval Process.

    City Planning’s Zone Information and Map Access System (ZIMAS) is a web-based mapping tool that provides zoning, ED 1 and an array of site-specific information to help with making informed land use decisions. Additional information and tutorials on ZIMAS are available on the City Planning department website.

    The Online Application System (OAS) can be used to submit a request for relevant referral forms processed by City Planning, as well as application submissions, building permit clearances, and case condition clearances.

    Projects using the ED 1 Ministerial Approval Process may request a virtual or in-person case filing appointment through the BuildLA website. Visit the BuildLA website to schedule an in-person or virtual appointment to file a City Planning application. Priority case filing appointments will be provided to applicants for projects that qualify for the ED 1 Ministerial Approval Process.

    Obtain an estimate of City Planning fees using the City Planning Fee Estimator. For ED 1 case filing fees, select “Select from All Fees,” and then “ED1-Executive Directive 1.”  Case filing fees shall be set at “Administrative Review - Major,” plus surcharges, pursuant to Los Angeles Municipal Code (LAMC) Section 19.04 regardless of the number and type of City Planning requests made for the project.

    Please note these are case summaries of applications received by LA City Planning. Inclusion on this table does not necessarily mean that the cases have been approved or completed. All unit counts are approximate; this information is not finalized until construction permits are issued by the Department of Building & Safety.
