Slauson Corridor

The Slauson Corridor TNP (TNP) was adopted by the Los Angeles City Council on November 22, 2022. As of December 2022, the TNP's adopted regulations are under legislative review and are intended to become effective in mid-2023. Finalized ordinance language will be available and become effective after the legislative review is completed. Refer to the Los Angeles City Planning website for the updated Community Plan Implementation Overlays (CPIO) ordinances after legislative review is completed: South Los Angeles CPIO, Southeast Los Angeles CPIO, and West Adams-Baldwin Hills-Leimert CPIO.

Purpose

Metro awarded the Los Angeles City Planning Department a three-year grant for land use planning along and around Metro’s Active Transportation Rail to River Corridor Project. The Slauson Corridor Transit Neighborhood Plan (Slauson Corridor TNP) will identify land use, zoning, and urban design strategies to examine opportunities related to employment and industry, and to improve access to the future Rail to River Corridor and Metro stations along the Blue Line, Silver Line, and Crenshaw/LAX Line.

The Slauson Corridor TNP includes:

Potential updates to the Community Plan Land Use Maps
Potential updates to the zoning

Background

The Slauson Corridor TNP study area is a subset of three recently updated Community Plan areas:

West Adams-Baldwin Hills-Leimert Community Plan (2016)
South Los Angeles Community Plan (2017)
Southeast Los Angeles Community Plan (2017)

The Community Plans examine land use and zoning and set goals, policies, and programs to effectively guide sustainable growth and development, while also taking into account the unique history, sense of identity, and current and future needs of the three Community Plan Areas. The Slauson Corridor TNP takes cues from policies and programs in the adopted Community Plans to study employment opportunities on industrial lands and how jobs can benefit existing communities and community members.

Community Plan Implementation Overlays (CPIO)

Additionally, as part of the update process for the three Community Plan Areas, the Department helped implement the goals of the Community Plans by creating and adopting Community Plan Implementation Overlays (CPIOs):

The CPIOs implement the goals of the Community Plans by establishing subareas with varying levels of regulations related to building design, permitted land uses, and, in some cases, tailored incentives.

Currently, the CPIOs outline additional land use regulations that affect some parcels in the Slauson Corridor TNP study area. With respect to the TNP effort’s goals of industry and employment, building design, and compatible land uses, the Slauson Corridor TNP will examine and amend existing provisions in the CPIOs, or create new provisions, to take into account the future Active Transportation Rail to River Project and Metro stations.

Plan Goals

The Slauson Corridor TNP seeks to:

Explore land use regulations that can support emerging and sustainable industries that also focus on hiring and training the local workforce.
Explore design guidelines that prioritize access from future development onto the Metro Rail to Rail Path.
Support a mix of compatible land uses that meet community needs, maximize connections to active transportation networks and Metro public transit, and preserve significant industrial land.

Glossary of Terms

Community Plan

A component of the Land Use Element. It focuses on a particular area or community within the City. (e.g. West Adams - Baldwin Hills – Leimert, South Los Angeles, Southeast Los Angeles)

Density

The number of residential units permitted per square foot of land.

Floor Area Ratio (FAR)

The ratio of the gross floor area of a building to the area of the lot where it is located.

General Plan Framework

An element of the City's General Plan that states the goals and policies on a number of topics related to growth and services. All General Plan Elements adopted by the City need to be consistent with the Framework.

Height District

Establishes the height and FAR limitations.

Infill Development

Development of vacant or underutilized land within urbanized areas.

Land Use Designation

Land Use designates the intensity of the different uses of land, such as residential, industrial, commercial and open space. Each land use designation has a list of corresponding zones.

Ordinance

A law or statute enacted by a city government. Zoning is established by ordinance.

Planning Commission

A committee of five or more citizens who are appointed by the City to review matters related to planning and development.

California Environmental Quality Act (CEQA)

A state law requiring state and local agencies to analyze the potential impacts of their actions on the environment, disclose their findings to the public, and to mitigate impacts where feasible.

Community Plan Implementation Overlay (CPIO)

Specialized zoning tools that implement the policy goals and objectives associated with a Community Plan by further regulating different aspects of proposed projects.

Environmental Impact Report (EIR)

Type of environmental review prepared when the City determines that a project may potentially have significant environmental impacts.

General Plan

A General Plan is the City's guide for its future growth and development. Every city is mandated by the state of California to adopt a General Plan. The lifespan of a General Plan is typically 20-30 years and must be updated periodically. The General Plan is required to cover seven topics called elements, such as Land Use, Housing and Safety, but can include optional ones as well.

Infrastructure

The public and quasi-public facilities required in order to serve the development and operational needs of a community, such as roads, public transportation, water and sewer systems.

Mixed-Use Development

A project that combines compatible uses within the same structure, such as residential uses above ground-floor commercial space.

Transit Oriented Development (TOD)

Development that is located near transit. The City’s General Plan encourages locating new housing and businesses near transit as a way to give people the option of using transit and getting around by travel means other than a car (e.g. walking, bicycle, public transportation).

Zoning

Zoning determines the uses permitted on a parcel 3 provides regulations for development, including height, bulk and setbacks.

Fall 2022
The Los Angeles City Council voted to adopt the Slauson Corridor TNP on November 22, 2022. Prior to the City Council’s adoption, the Planning and Land Use Management (PLUM) Committee voted to recommend City Council approval of the TNP on November 1, 2022 and the City Planning Commission (CPC) recommended approval of the TNP on October 13, 2022.

Summer 2022
The Slauson Corridor TNP team released an updated Executive Summary & Preliminary Draft Plan (Public Hearing Draft) and Preliminary Draft Plan (Public Hearing Draft) StoryMap for public input in July. The Preliminary Draft Plan (Public Hearing Draft) reflects updates made in response to input received throughout spring.

Spring 2022
The Slauson Corridor TNP team followed up to the release of the Executive Summary & Preliminary Draft Plan by sharing information and seeking input from stakeholders. The TNP team reached out to all Neighborhood Councils in the study area and attended virtual meetings to discuss the Executive Summary & Preliminary Draft Plan.

Winter 2022
The Slauson Corridor TNP team released an Executive Summary & Preliminary Draft Plan, Preliminary Draft Plan StoryMap, and Preliminary Draft Plan Feedback Form for public input in March.

Fall 2021
The Slauson Corridor TNP team conducted research and analysis tasks to accomplish the goal of releasing a Preliminary Draft Plan for public review in 2022.

Summer 2021
The Slauson Corridor TNP team conducted research and analysis tasks to accomplish the goal of releasing a Preliminary Draft Plan for public review in 2022. Work with an environmental consultant began as part of the environmental review process.

Spring 2021
The Slauson Corridor TNP team conducted research and analysis tasks to accomplish the goal of releasing a Preliminary Draft Plan for public review in 2022.

In March, the South Los Angeles Climate Commons Collaborative published its final report—Community Investments for Climate Justice: Aligning State and Local Priorities with a Community Vision for the Slauson Corridor. The team recognizes the accomplishments of all the partner organizations involved and looks forward to future collaborative efforts to obtain a Transformative Climate Communities implementation grant.

Winter 2021
The Slauson Corridor TNP team hosted three Virtual Listening Sessions on February 2-3, and 6. Council District 9 directed the team to focus on connecting with stakeholders who live or work in targeted areas within the Slauson Corridor TNP Study Area.

Fall 2020
The Slauson Corridor TNP team held 24 half-hour virtual office hour sessions to solicit further input from community stakeholders on the concepts between September 22-24 and 26, 2020.

Summer 2020
The Slauson Corridor TNP team followed up to the Concepts Webinar by further encouraging stakeholders to share input on the Planning Concepts Survey. This includes attendance at virtual meetings hosted by the six Neighborhood Councils that intersect the study area.

Spring 2020
The Slauson Corridor TNP team hosted a Concepts Webinar on Wednesday May 20, 2020 with over 230 community stakeholders in attendance. Winter 2020
The Slauson Corridor TNP team is continuing to work with its market study consultant to hear from local stakeholder groups about employment in the study area. The team is also making progress toward selecting a consultant for the environmental review process. The team has also compiled the many comments from its outreach efforts thus far (check out the summary in English or Spanish from our April 2019 workshops and early outreach efforts).

Summer 2019
The Slauson Corridor TNP team is working with an economic planning firm on a market study to help examine the viability of emerging industries and employment for the study area. The team will also take preliminary steps to determine what type of environmental review is appropriate, per the California Environmental Quality Act (CEQA).

Spring 2019
The Slauson Corridor TNP team hosted two public workshops in the community and continued to attend community events to inform residents and stakeholders about the Slauson Corridor TNP effort and engage them about the issues and opportunities in their community.

Winter 2019
The Slauson Corridor TNP team continued meeting with Neighborhood Councils, neighboring jurisdictions, Metro, and local community groups to inform and gather feedback.

The State’s TCC Program awarded a Planning Grant to the South LA Climate Commons Collaborative, who scored the highest amongst all the other cities that applied for this round of grant funding. Slated to launch in mid-2019, the grant funding will go toward community-led outreach and research that will result in a South Los Angeles Climate Commons Plan to guide recommendations and support future implementation funding opportunities.

Fall 2018
The Slauson Corridor TNP team began preliminary background research and started meeting with Neighborhood Councils to introduce the effort.

The team also joined the South LA Climate Commons Collaborative, a complementary initiative in the same study area, led by community-based organizations in South LA. The effort is part of the State of California’s Transformative Climate Communities Program (TCC). The community-led project supports outreach efforts related to climate justice, displacement avoidance, and workforce development.

Los Angeles City Council
The Los Angeles City Council voted to adopt the Slauson Corridor TNP on November 22, 2022. An audio recording of the City Council Committee meeting can be heard here. Before becoming effective, the TNP’s legislation will be reviewed before returning to the City Council in 2023.

Planning and Land Use Management Committee
The Planning and Land Use Management (PLUM) Committee of the City Council voted to recommend Council approval of the Slauson Corridor TNP on November 1, 2022. An audio recording of the TNP at the PLUM Committee meeting can be heard here.

City Planning Commission
The City Planning Commission (CPC) recommended approval of the Slauson Corridor TNP (CPC-2019-4000-GPA-ZC-HD-CPIOA) on October 13, 2022. An audio recording of the TNP at the CPC meeting can be heard here. Planning documents were transmitted to the City Clerk (CF 18-0445-S1) in October 2022, including the Letter of Determination, Staff Recommendation Report, and Exhibits.

Virtual Information Session & Public Hearing
On August 23, 2022, we hosted a Virtual Information Session and Public Hearing from 6:00 to 8:30 PM to highlight features of the Preliminary Draft Plan (Public Hearing Draft), answer questions, and take testimony from the public stakeholders.

Preliminary Draft Plan - Virtual Office Hours

To solicit further input from community stakeholders on the Executive Summary & Preliminary Draft Plan, half-hour virtual office hour sessions were held with twelve stakeholders between April 25-29 and May 2-5, 2022.

Outreach for Related Efforts
The Slauson Corridor TNP team highlighted the TNP during the South LA Climate Commons Virtual Community Event on September 30, 2020. The Slauson Corridor TNP team also presented on the concepts during the Los Angeles County Department of Regional Planning’s virtual Florence-Firestone Transit-Oriented District (FFTOD) Specific Plan Town Hall on October 7, 2020.

Planning Concepts Webinar
On May 20, 2020, we hosted an online webinar from 1:00 to 2:00 PM to share what we’ve heard from our outreach efforts thus far, and present initial planning concepts to inform potential land use and zoning changes in the future. Over 230 stakeholders participated and provided nearly 200 comments and questions.

On February 23, 2020, we hosted an informational booth at the Central Avenue hub during the daylong CicLAvia—South LA event. The Slauson Corridor TNP team engaged with community members of all ages and previewed planning concepts to be featured in future upcoming public outreach events hosted by Los Angeles City Planning.

South LA Climate Commons - Launch Event
On February 23, 2020, we hosted an informational booth at the South LA Climate Commons launch event and gave a brief update presentation on the Slauson Corridor TNP. The Slauson Corridor TNP heard valuable input from observing the numerous interactive activities, including breakout groups oriented around three themes: Housing and Parks, Land Use & Jobs, and Transportation, Air Quality, & Community Health. Council District 9 – Mix & Mingle
On September 24, 2019, we attended Council District 9’s Mix & Mingle event for Goodyear Tract businesses. Council District 9 hosted the event to connect local business owners and share its vision for the future of the area.

LADOT Vision Zero – South LA Open House
On Thursday, June 6, 2019, we joined the Department of Transportation (LADOT) at their South LA Open House to hear about the ways traffic safety is being improved throughout South LA. The Slauson Corridor TNP team was stationed at a booth, where we spoke with community members wanting to learn more about the project and how it connects with LADOT efforts.

Market Study
In May 2019, we launched the market study component of the Slauson Corridor TNP work program. Using community input on what the future of industry and employment should look like in and around the Slauson corridor, an economic planning consultant will assist staff with analyzing what types of potential emerging industries can benefit the community. This exercise is an important piece of developing an understanding of potential land use changes and regulations.

Rebuild Healthy LA Project
On Wednesday, April 24, 2019, the Community Health Advocates School (CHAS) at Augustus F. Hawkins High School invited Planning staff to present to students who were working on a long-term class project focused on ways to improve community issues around their school. Students used the information learned to develop solutions around specific problematic intersections in their community. We rejoined the CHAS on Tuesday, May 14, 2019 to judge the final projects and provide feedback.

On Saturday, May 11, 2019, we had an informational booth at the American Heart Association’s Community Steps event at Jackie Tatum Harvard Park. We spoke with community members interested in opportunities to better connect active transportation and land use.

On Saturday, April 27th, 2019, the Slauson Corridor TNP team was at the annual Earth Day Celebration at Augustus Hawkins F. Nature Park. We heard great ideas from the community and shared information on how to continue to stay involved in our planning process.

April 2019 Workshops
On Wednesday, April 3 and Saturday, April 6, 2019, we held workshops to gather community feedback on what industries can support local employment opportunities, how to best promote improved mobility and access through building design, and what types of land uses are desired along the Slauson corridor.

Project Introduction Meetings
